Surveillance system?

We (neighbors included) have called the cops but they can’t do anything unless they catch the kids in the act.

One option is to purchase webcams for the surveillance and mount them with connections to your home computer. There is a provider that is very effective and is much less expensive than a commercial security camera system.

We have the same problem at this place I manage. I am organizing a Neighborhood Watch that includes participation by PD. I am in constant contact with the supervising officer for our area. We have PD patrols, private security, motion lights and video cams throughout. No, we haven’t caught anyone yet, but we are not going to give up. We are talking right now about some of us staying up late or doing shifts or something with digicams on the ready. By now we’re mad enough to try anything.
