Night vision cameras?

Everyone has noticed that night vision cameras have things around the lens, that usual cameras do not have. Does it matter how many it has?

   It is not concrete, but the more it has, the better. The things are probably infrared lights (like a TV remote control). They emit light that the camera’s sensor can pick up but the human eye (mostly) cannot. You can also buy extra infrared lights to hold in your hand to boost the brightness.
